Administrative reforms commissions,recommendations submitted

The second administrative reforms commission,headed by Mr.Veerapa Moily has brought the issue to the boil once again.In its 342 page report on Public Order submitted to the Prime Minister.In the chapter on constituional issues and special Laws,the commision has recommended the enactent ofa law giving sweeping powers to the centre for deployment of its forces and direct them in case of major public order problems which could lead to breakdoiwn of constitutional machinery in a state.To end the unholy nexus of Politicians and Police,The ARC favoured separation of crime investigation from Law and order duty,and fixed a three year tenure to for Police men at all levels of operations.The Commission has recommended the setting up of a agency in every state and advocated a new law to empower the CBI to federal crimes like terrorism,sedition and human trafficking.Coming to encounter deaths ,the recommendations includesetting up of anindependent inspectorate to enquire into encounter deaths within 24hours.The commission wants the control of Crime Investigative Agency(CIA) should be with a board of investigation.The commission wants the Board to be headed by a retired/sitting Judge of High Court,An eminent Lawyer,or an eminent Citizen,or a retired Police Officer.The Best part of the Joke is,any one of these should be a appointment by the Politicaly headed Chief Minister.Doesnt it take the cake.To white wash the entire proceedure the Brushes are handed over to Chief Minister.Happy days are here again.This is no reform but going back to the days of emegency.Thats all these guys are capable of thinking of.Whether implemented or not Dont expect great things to happen.

How does the State respond to developments taking place around it

It should be giving sleepless nights to the chief secretaries of the states concerned,who have Cms who are nearing their end,I mean phisical end of their tenure in this world,and i am not saying anything about national parties,I am talking about the regional chatraps,who have been ruling the states ,though a minority,with support from nationalist parties as well as parties like Communists,who these days dont have any great interest in how the nation has to be ruled,but are more interested in keeping the right wing forces out.So they always say that extend outside support.I am still to understand what this outside support.Simple arm twisting when it pleases you.is it the meaning.
But whats happening ,as reported this evening news buleteins of NDTV,south of tamilnadu,is nothing brewing trouble within the family spilling out on to the streets,and claiming three lives.Is it all neccassary.YOu and Me know its not our concern.But isnt it time we became proactive and put an end to this kind of situation.A news paper which carried out a survey,to find out whats reality ,doesnty seem to bring about a happy reaction amongst people really concerned about the welfare of the state.Hence the present situation.This even before the Man who is concernd,who is in the lime light and fighting for the cause of the OBCs still breathing and alive.Talking about who s likely to succeed him,brings forth such emotional outburst,including of burning up of the News papers offices at madurai,How dare they,to publish,facts.Isnt it News.This will recurr in Maharashtra/karnataka/Andhrapradesh.And the public remain as mute spectators.The damages caused to public property not to be compensated by the Govt., Because the minority Govts have with the help of like minded national parties want to go on rampage at drop of hat and deny the public any claim against damages caused.The Honourable CM of tamilnadu had gone and done it.How long its going to take the other states to follow suit.Where s the country heading.Please CJs ponder the above facts.Are we burying ourselves.Can these Individuals,who really dont understand what politics is all about,are taking the public for a long ride.Unless the people waken up to realities,I really dont think even the good lord cannot save them from the perils thats awaiting them.

Was it wooing the Prime Minister or was it a push to seal the deal,which may become a shove if resisted?

It appears to common man,that the pressure on the Indian PM s building up.according to media reports of today,US president George W.Bush had telephoned Indian PM Dr.Manmohan Singh to push for early conclusion of the bilateral 123 agreement on civilian nuclear co-operation.India SHOULD AND MUST CONTINUE TO INSIST on the RIGHT TO REPROCESS spent fuel and perenial co operation even if INDIA were to conduct Nuclear Tests.These are something on which Indian scientists have been working on for long in isolation,with no help from either the West or the East.Under the circumstances there should be no compromise under anycircumstances and theres no question of selling our souls to appease the US interests.All alone working under tremendous pressure our scientists have single handedly developed things today are the envy of developed countries working on the nuclear field.Hence there is no question of giving up on a platter to appease Mr.Bush.The development of mixed carbide fuels as well successes in fast breeder reactor technology,where the west didnt succeed are all things about which we should feel proud.Now with the setting up of Prototype fast breeder reactor,we are going one more step into future.And here other countries are lagging behind us.We may in our own time,make our own requirement of Uranium U 235 and plutonium thats required for reactor core outof our own poor/not so rich mineral sands found in beaches of kerala and south tamilnadu,and using this as raw matearial may build our own stock of uranium ,where we may not need to import at high cost from West.Under the circumstances,give two penny's for hyde act.We dont want any hyde to dictate us how we go about our business or how we conduct ourselves.Let them mind their business and leave us to tend to our own.Its the West that needs us badly and not vice versa.Under the circumstances after being isolated for more than two decades what is the need or urgency for co-operation,co-operation with the very same who embargoed,prevented /denied us access.Lets walk with our head held high.We dont have to salute any nation in the world since what was achieved was single handedly by us without any help from any country.Lets not face the difficult situation of cutting off of supplies as in past.We do have long memories.We understand the realities of life much better than the west.Under the circumstances whats the need for us to respect Mr.Hyde and his conditions.I only request fellow citizens to come out strongly and express their views, on matter of such importance that it cannot be taken for granted.And during the period,we have used self restraint,as compared to other countries which were signatories to nuclear non proliferation.We have remained committed to non proliferation of nuclear armaments in the region.WE are peace loving country,but it shouldnt be construed as an act of weakness.If neccassary we have the capabilities and capacities to produce our needs to take care of our own vital defences.
